Hou Weidong responded immediately: “The old nursing home is a street-front property. Alternatively, we could value the old nursing home’s location and use that equity to offset payments to the construction company. Either way, the funding issue can be resolved.”
Their back-and-forth exchange took on the tone of a debate. Since Qin Feiyue’s transfer, Zhao Yongsheng had held a dominant position in the town. It had been a long time since anyone had openly argued with him at a joint Party and government meeting.
