His rank would rise from full section level to deputy division level.

Generally, when discussing personnel issues, Standing Committee members speak roughly in order of their ranking, with those ranked last speaking first, and finally, the Party Secretary makes the final decision.
Since Deputy Secretary Huang Zidi spoke first and the other committee members had no major objections to Ji Haiyang, they did not speak further. A brief silence fell over the Standing Committee.
